Pay and Benefits

BART offers comprehensive compensation and benefits programs. Benefits include CalPERS pension; excellent medical (effective January 1, 2022 current employee cost $157.35 monthly for most plans), vision, and dental coverage; supplemental insurances; paid holidays and vacation; as well as two investment programs, one of which is entirely funded by BART. BART does not participate in Social Security. Complimentary BART passes for employee and qualifying dependents.

Pay Rate

$113,621 annually - $172,136 annually (NON-REP Pay Band 7)

Initial salary will be between $113,621 annually - $ 154,824.44 annually (based on experience)

Current Assignment

This is a capital position and is subject to time and funding limitations.

The successful applicant will be responsible for the content, function, and modification of Communications Based Train Control (CBTC) systems for BART's internal use. Work will involve office and field design work and reviewing both hired contractors' and internal staffs' implementation of project work. Work assignments involve analyzing conditions and equipment for troubles or shortcomings, developing and scoping solutions, management briefings, creation, and review of contract drawings for content and function, developing specifications and drawings for construction, evaluation of theoretical and actual system operation, and troubleshooting problems found within CBTC equipment and systems. Verbal and written interaction with BART technical staff and contractor staff will be required while directing work, inspecting work, and reporting status of assigned tasks. Work assignments may require coordinating staff activities, may require performance of duties during nights and weekends, and may require working adjacent to active track with electrified rail and moving trains. Familiarity with control and communication methods, such as analog and digital signal processing, analog and digital control, wireless standards, and computer networking and network security is a plus. Specific emphasis will involve Data Communications System (DCS) for CBTC including various interface to legacy train control and communications systems. This position is a capitally funded position and is subject to time and funding limitations.

  • The ability to interpret construction and engineering drawings as well as intermediate computer aided design drawing or illustration skills.

Preferred Qualifications:

  • A BSEE degree is preferred.
  • A Professional Engineering License or MS in Engineering is preferred.
  • IEEE Wireless Communication Engineering Technologies (IEEE WCET) Certificate is preferred.
      Essential Job Functions
      1. Performs advanced electronics and communications engineering work for the development, modification and maintenance of the District's electronics and communications equipment and systems including telephone, radio and automated fare collection systems.
      2. Establishes schedules and methods for providing engineering and software support in assigned projects; monitors work progress of the contracted services; makes recommendations on resources to be allocated.
      3. Provides engineering and software support to contracts and District engineering staff during the design review, testing and implementation of assigned electronics and communications projects.
      4. Provides engineering and software support in assigned project area; ensures system compatibility; assists in developing and monitoring schedule; develops system software as required; integrates data into new systems.
      5. Provides assistance in project contract administrations; reviews designs; coordinates installation and testing activities; reviews equipment interfaces to ensure that data interfaces are compatible.
      6. Designs or modifies equipment; designs circuits and writes codes as required; builds and tests prototypes; prepares technical documentation on project activities.
      7. Coordinates project activities with contractors; reviews contractor submittals for conformance to drawings and specifications; interprets plans and specifications to testing and installation staff; prepares and directs design contract revisions and change orders.
      8. Assists in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
      9. Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.
      10. As assigned, may participate in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures; trains assigned employees in their areas of work including electronics and communications engineering design methods, procedures and techniques.
      11. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of electronics and communications engineering.

        Minimum Qualifications

        Education:

        A Bachelor's degree in electronics engineering, computer science or a closely related field from an accredited college or university.

        Experience:

        Three (3) years of (full-time equivalent) verifiable professional electronics or communications engineering experience.

        Substitution:

        Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.

        Other Requirements:

        Must possess a valid California driver's license and have a satisfactory driving record.
