Overview

Integral Federal is accepting applications for a Procurement Coordinator III located at Aberdeen Proving Grounds, Maryland.

The Procurement Coordinator Level III will provide the Dismounted Assured PNT System (DAPS) Product Manager, Program Executive Office Intelligence Electronic Warfare and Sensors Program Management Office Position, Navigation and Timing (PM PNT) with Foreign Military Sales (FMS) support.

Must have an active Secret clearance.

Responsibilities
    Develop plans, briefings, information papers, reports, and correspondence, including schedules, and monitors essential FMS case milestones and tasks to meet contractual/project requirements for assigned program(s).
  • Conduct research and perform program evaluations affecting the development of long-range program plans and evaluate the suitability of readiness of FMS Cases for offer and/or implementation.
  • Provide technical expertise and support to the full spectrum of International Security Cooperation, Foreign Military Sales (FMS), and Export control activities.
  • Conduct administrative and analytical tasks to support development of Technology Transfers, Delegated Disclosure Authority Letters (DDL), Third Party Transfer requests, and Committee on Foreign Investment in the U.S. (CFIUS) submissions.
  • Analyze and manage all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.
  • Assist with planning, organization, and control of FMS case requirements, as well as future sustainment support.
Qualifications

Required:

  • A Bachelor's degree in business, contracting, or acquisition with 7 years' experience or a Master's Degree in business, contracting, or acquisition with 5 years' experience in DoD contracting or acquisition.
  • 4+ years of experience with supporting a DoD client in an FMS capacity
  • 2+ years of experience with FMS case development, management, and financial systems, including DSAMS, MISIL, SCIP, and CEPT
  • Experience in assisting country managers (CM) with DSAMS case efforts, including Development, Amendments, MODs, and Revisions, including support of the FMS life cycle from pre-LOR through delivery of hardware and services
  • Experience providing support as part of an integrated country management team comprised of a case manager, logisticians, BFMs, and client support from across multiple contracts to meet FMS customer requirements
  • Experience with driving programmatic duties, including meeting attendance and support, presentation support, publication support, correspondence, action item tracking and closure, and weekly reporting
  • Knowledge of DoD procedures and programs associated with FMS cases, as specified in the Security Assistance Management Manual (SAMM), including FMS case Letters of Offer and Acceptance (LOA) and the processes for LOA, modification, and amendment development
