Lawrence Berkeley National Lab's (LBNL) Security & Emergency Services (SES) Division has an opening for a Fire Inspector to join the team.

In this exciting role, you will provide fire/life safety services to all employees, guests, and users at the main site and at off-site leased LBNL locations. The Fire Prevention Inspector applies knowledge in fire protection theories and principles to support the development and implementation of fire prevention and fire protection engineering programs and procedures to minimize personnel injury and/or property damage due to fire and other hazards. The incumbent incorporates fire prevention and fire protection standards and ensures compliance with all Contract 31 and Department of Energy (DOE) fire protection-related orders, policies, and procedures and is in accordance with all OSHA, NFPA, California Building Standards Code, EPA, and other Federal, State, and local agencies. The incumbent is responsible for contributing to the Lab's fire prevention and incident reduction programs, including but not limited to: performing fire prevention inspections; confirmation of the inspection, testing, and maintenance of fire protection systems; closure of code violation findings; performing construction inspections; perform limited review of plans; coordination of fire protection and life safety system impairments, hot work permits, and fire extinguisher inspections.

All members of the Fire Protection and Engineering team have either primary or secondary emergency services duties during any incident or event affecting the safety and security of Lab personnel, property, and/or the environment. This position is subject to 24/7 recall and assignment on extended duty hours or during nights, weekends, and holidays when such events occur, as a member of the Lab's Critical Incident Management Group (CIMG).

What You Will Do:

Program Implementation and Maintenance.

The Fire Inspector will be evaluated for standard or broad knowledge in the following areas, concepts and strategies, and may contribute to the development of new theories/methods:

Fire Prevention Code Enforcement

The incumbent is responsible for assisting in the development and implementation of the following activities under the supervision of the Fire Marshal:

• Building Inspections: Assists in the coordinated inspections of all LBNL buildings (including on-site and off-site leased locations) for overall code compliance, including analyses of fire detection and suppression systems to ensure that, in an emergency, systems operate and perform in compliance with applicable DOE orders and relevant fire and building codes and standards. Documents deficiencies in compliance with Codes and Standards, and ensures that corrective actions are remediated. Under direction from the Fire Marshal or the Senior Fire Inspector, the incumbent performs regular, basic code compliance analyses of Laboratory Buildings and Facilities.
• Hot Work Program: Actively and successfully executes the existing hot work program and permitting policy and procedure; responds to requests for issuance of permits and field inspections as necessary to prevent fire, personal injury, or property loss; conducts regular reviews on routine hot work activities.
• Fire Extinguisher Program: Ensures the inspection, maintenance, testing, and placement of all fire extinguishers at the Lab. Works to improve the reliability and frequency of inspections, verifying inspection rounds are completed in a timely manner and according to schedule. Maintains records of all inspection, testing, and maintenance activities. Creates and tracks deficiencies and pursues tracking items to closure.

Building Construction and Fire Protection Systems

The incumbent is responsible for assisting in the development and implementation of the following activities under the supervision of the Fire Marshal:

• Plan Reviews: Under the guidance of the Fire Protection Engineers, conducts basic reviews of building and fire protection system design and construction documents required for new construction or modifications of existing facilities. Determines appropriate fire protection measures, and implements solutions as appropriate to ensure safety and code compliance.
• Construction Inspections: Assists senior staff members in ensuring that all construction activities are performed to the approved plans.
• New Construction Commissioning: Assists senior staff members in building commissioning to review inspection, testing, and maintenance procedures and validation events for fire detection and suppression systems to ensure compliance with applicable DOE orders and relevant fire and building codes and standards. Provides review of building fire and life safety systems to determine readiness for building occupancy and note deficiencies and restrictions. Documents results of tests and provides written evidence of acceptance or rejections.

Program Administration

• Prepares written reports, creates presentation materials, conducts and facilitates meetings.
• Communicates effectively with all levels of the Lab organization, DOE, UCOP, and other external institutions and agencies.
• Resolves issues in a creative and effective way. Communicates collaboratively within the Laboratory community and staff. Collaborates closely with Environmental Health and Safety, and Facilities division staff to ensure a comprehensive approach and implementation of the overall Fire Safety program for the Laboratory. Works collaboratively in cross functional and/or multi-disciplinary teams to accomplish operational goals and objectives.
• Ensures compliance with internal and external regulatory requirements, performance measures, and assurance objectives related to Fire Protection and Engineering programs as well as ensures the tracking and closure of corrective actions.
• Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors.

Requirements Management

• Under direct supervision and guidance, supports the development of policies, programs, and procedures in compliance with Contract 31, DOE Directives and Orders, federal regulations, building and/or fire codes and standards.
• Informs supervisor of possible or probable impact of Contract modifications or changes to DOE guidance to Fire Protection Program.
• Stays informed of activities, trends, and developments in fire prevention and fire protection engineering programs.
• Assessments of the Fire Program: Under direct supervision and guidance, plans, coordinates, and implements the recommendations in reports such as the Baseline Needs Assessment (BNA), Facility Assessments (FA), Fire Hazards Assessments (FHA), Wildland Fire Management Plan, and Fire Self-Assessments. This also includes implementing and recording completion of corrective actions.

Emergency Services

• Emergency Response Organization: Provides fire and life safety subject matter expertise for planning, policy, training, exercise, and program design in conjunction with the Emergency Management Program.
• Emergency Operations Center (EOC): Participates as a formal member of the EOC during planning, training, exercises, and activation.
• Pre-Plan Updating: Provides updates to pre-plans for each LBNL building to ensure the most expedient response to each incident. Reviews driving directions to each building, building egress plans, and locations of all essential fire protection equipment. Records and documents each revision.

Emergency Response Organization

• Serve in an assigned on-duty/on-call position in the Emergency Response Organization (ERO), with the potential for 24/7/365 recall and assignment on extended hours or during nights, weekends, and holidays; whenever such events occur.
• Perform other duties as assigned.

What is Required:

• N70.1/.2: Knowledge equivalent to Bachelor's Degree in functional specialty closely aligned with relevant program (fire inspection, fire prevention education, code enforcement) and extensive related professional technical experience preferred. Relevant technical certification preferred.
• N70.3: Typically requires a Bachelor's degree or equivalent experience and a minimum of 6-8 years related professional technical experience.
• Demonstrated ability to apply professional judgment, initiative and problem-solving skills to analyze existing processes and procedures, develop recommendations, craft innovative solutions, and implement programmatic responses.
• Ability to achieve and maintain specialized working knowledge of UC, LBNL, BSO, DOE, and State Fire Marshal policies, procedures, and requirements as related to fire protection program planning and management.
• Ability to successfully interact and collaborate with both internal and external stakeholders.
• Ability to achieve and maintain specialized working knowledge of UC, LBNL, BSO, DOE, and policies, procedures, and requirements as related to fire protection program planning and management.
• Basic knowledge in the areas of fire protection program planning and management, fire alarm and detection systems, building design review for fire and life safety systems, inspection, testing, and maintenance procedures for fire alarm and water-based suppression systems, hot work permits, fire prevention training, and fire response protocols and procedures.
• Experience drafting policy and procedure documents, communications to various audiences, and administrative documents and reports that are concise, logical, and grammatically correct; excellent technical and curriculum writing skills.
• Demonstrated computer skills in Microsoft Word, Excel, PowerPoint, and common business and electronic mail applications.
• Level 1 Fire Inspector: Documented progress towards Fire Inspector 1, Fire Inspector 2, Plans Examiner, NICET Level 2 in Fire Alarm or Fire Sprinkler system, or equivalent by nationally recognized testing and certification agency.
• Level 2 Fire Inspector: Certification as Fire Inspector 1.
• Level 3 Fire Inspector: Certification as Fire Inspector 1, Fire Inspector 2, Statutes and Regulations (California Office of the State Fire Marshal)

Desired Qualifications:

• Knowledge and experience performing basic plan reviews of Building and Fire Protection Systems including a general knowledge of applicable California Title 19 and 24 Codes and Regulations, NFPA 13, NFPA 25, NFPA 72, and NFPA 101.
• Knowledge and experience in performing basic building evaluations and audits for compliance with wide ranging Codes and Standards, including the California Fire Code and NFPA 101.
• Familiarity with NFPA 45, DOE Order 420.1C, and DOE Standard 1066 is desirable.
• Knowledge of the Lab's organizational structure, understanding of the Lab's organizational culture is a plus.
• Level 2 Fire Inspector: Certification as Fire Inspector 2, Certification as Plans Examiner, Statutes and Regulations (California Office of the State Fire Marshal).
• Level 3 Fire Inspector: Certification as Plans Examiner, Certification as Fire Investigator, Certification as Building Inspector.

• This is a full-time career appointment, exempt (monthly paid) from overtime pay.
• The full salary range for this position of classification N70.1 is $6,561 - $11,076/monthly
• The full salary range for this position of classification N70.2 is $7,853 - $13,254/monthly
• The full salary range for this position of classification N70.3 is $9,518 - $16,061/monthly
