Project Manager for GSA Facilities Operation and Maintenance and Facilities Management – Richmond, VA; Norfolk and , Harrisonburg, VA (contingent upon contract award)
Summary
Project Manager for a multi-location, facilities maintenance services contract based in Richmond, VA. The Position works under the general supervision of a Senior Level Operations Manager or higher-level position. This position will be responsible for managing trades, craft, staff and administrative positions and sub-contractors as required. This position is typically assigned complex projects and performs a variety of Operations & Maintenance (O&M) and Facilities Management (FM) functions. The Project Manager performs other duties as assigned and required.
Essential Duties and Responsibilities
Management of the O&M and FM contract to maintain, operate, and repair facilities and utility systems to include HVAC, ductwork, piping, electrical, plumping, fire protection, water treatment, wastewater, engineering, light construction, grounds maintenance and custodial services on a multiple facility and sometime multi-city contract.
Perform O&M & FM functions including planning, directing & budgeting for assigned contract.
Perform O&M and FM administration functions, handling a variety of actions and problems relating to the assigned contract. May prepare and analyze project fund status reports, review billing procedures, and contractual requirement submittals to the Customer.
Monitor management plans designed to accomplish contractual objectives and provide direction and support to subcontractors, support staff, trades, and crafts.
Responsible for monitoring budgets on the assigned contract.
May provide onsite management assistance with coordination & negotiation of contract additions.
May prepare customer correspondence concerning contract commitments and modifications
Responsible for keeping current on Government regulations and commercial trends. Monitor contract compliance requirements to ensure compliance with Service Contract Act, Davis Bacon Act and other Federal regulations as required.
May require negotiations and interactions with Trades Unions, collective bargaining agreements (CBA), and union employees. May be required to interface with union contacts and determine how to manage grievances.
Responsible for overall safety of personnel on job; visitors & site employees, including subcontractor personnel & provide compliance with environment standards & work quality.
Research and address customer and employee complaints.
Participate in long range planning of facility maintenance activities.
Responsible for scheduling work to be performed.
Responsible for other duties as assigned.
Qualifications
Minimum of at least twelve years of O&M/Facilities Management-Type experience with similar size, complexity, and characteristics of the buildings covered (Minimum 300,00 SF), with at least eight (8) years in a project management/supervisory role.
This position requires access to a Government facility. You must be able to obtain and maintain a Government security clearance. A thorough Company and US Government background check required for the position.
Communication
Must be able to communicate effectively in English with customer(s), direct and indirect staff, supervisors, and office personnel.
