DEPARTMENT OVERVIEW
UC Procurement uses strategic and collaborative sourcing methods supported by technology and data analysis to optimize spend across the UC system, creating significant savings for the University. UC Procurement partners with campus procurement teams to standardize policies, practices and agreements to make it easier to do business with the University. We develop and implement systemwide supply chain strategies and policies that leverage UC's vast purchasing power to optimize University spend.
POSITION SUMMARY
The Program Management Office (PMO) within the UCOP Procurement Services team is accountable for leading the Procurement Excellence Program through successful delivery of scope and objectives. The team responsibilities include leading strategic, financial and operational planning, project management and analysis, as well as strategic communications, change management and organizational development. As Procurement Excellence projects are delivered, the PMO will continue to lead planning and execution oversight for UC Systemwide Procurement Services business operations and strategic programs. Program areas to be supported include:
* Strategic planning and pipeline management
* Policy and process management
* Strategic communications and management reporting
* Knowledge management and practice development
* Project management, analysis, and change management leadership for system-wide initiatives
Reporting to the UC Systemwide Procurement Chief Procurement Officer, the Executive Director of Procurement Program Management Office will be accountable for the successful development, implementation, and management of strategic system wide programs and initiatives. In this leadership role, the Executive Director is responsible for ensuring the procurement organization's programs, projects and operating practices are aligned with the group's mission and effectively support realization of UC Procurement goals and objectives. The successful candidate must be a seasoned leader capable of facilitating strategy development with executive stakeholders as well as directing operational activities and project teams. The position requires strong communications, collaboration, problem-solving, facilitation, and relationship management skills in order to develop and maintain the organizational alignment and engagements needed to effectively execute the organization's strategic roadmap and operations.
Responsibilities
50% | Procurement Services Business Development * Serves as Chief of Staff to UC Chief Procurement Officer to ensure effective execution of team's activities and day to day operations * Manages Systemwide Procurement's operating budget to include annual expense and resource planning as well as reconciliation of invoices to ensure appropriate allocation and utilization of resources and funds * Facilitates the Procurement Leadership Council (PLC) governance and management routines, including regular reporting and agenda management, resolution of escalated risks and issues requiring leadership oversight, and decisions needed * Leads strategic planning activities for UCOP Procurement Services and Campus procurement to identify and align opportunities, priorities, resources and implementation plans on behalf of the entire procurement organization * Partners with Legal, HR, Finance and other key groups to ensure Procurement Services requirements and needs are addressed and business operations are aligned with University policies and procedures * Represents the UC Procurement organization at University functions, working groups and industry events as needed * Proactively promotes the group charter and mission and champion the organization's needs, opportunities and strategies with key stakeholder groups * Recruits, hires, directs and develops the talent and resources needed to manage and execute PMO functions and responsibilities; resource management responsibilities may include oversight of contractors or consultant engagements |
35% | Strategic Programs Planning & Oversight (35%) * Oversees the development of strategic programs and their implementation roadmap in support of established goals and objectives * Partners with sponsors and functional owners to appropriately scope and plan program delivery and ensure teams are set up for success * Directs team of internal and external resources for project management, analysis, and related support functions to ensure effective management of approved programs and projects * Stays apprised of and manage the resolution of escalated program risks and issues * Establishes and manages standard practices for program management within UC Procurement to include project initiation, funding, resource allocation and planning, status reporting, and risks and issues management |
