DEPARTMENT OVERVIEW

University of California Health comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.

Systemwide Operations is a department within the UC Health Division that supports cost reduction and improves quality and revenue across UCH academic health centers. Systemwide Operations is responsible for providing oversight of complex processes while executing targeted initiatives with the overarching goal of providing value through "systemness" across all of UCH. Within various initiatives, the goals are increasing revenue, sharing best practices across the system, and achieving significant cost savings.

POSITION SUMMARY

The Director will be responsible for developing, implementing and the on-going operations of the informatics and reporting requirements of the UC Health Transformation team, which is focused on Systemwide Operations. Core aspects of this effort include: (i) Management of performance reporting; (ii) Management of spend analytics to support strategic sourcing initiatives across all areas including Procurement, Laboratory, Pharmacy and other areas of spend; (iii) Develop and implement analytics related to Systemwide Operations (e.g., some focus on implants and services for Procurement); (iv) Manage relationships with 3rd party informatics partners and internal UC data resources; (v) lead reporting for critical initiatives, including sustainability, small and diverse suppliers, and community sourcing.

Overall Responsibility:

The Director of Data Analytics under the strategic direction of the Chief Transformation Officer will oversee the operations of the following four areas:

a) Data Management & Governance - ensuring data is provided by each UC Health campus is accurate, in a standardized format and synchronized across the system.

b) Spend Analytics - Coordinate with UC Procurement, academic campus, to create and maintain a view of all clinical-related spend within UC: Schools of Medicine, Pharmacy, Nursing, and others.

c) Partner Management - collaborations across the UC health system and with other partners in health care and technology;

d) Operations Informatics - Manage the deliverables of performance measurement for management oversight and analytics for sourcing initiatives.

e) Utilization Analytics - Lead the implementation of analytics linked to clinical practice, outcomes and reimbursement.

f) Reporting - Lead reporting for internal and external stakeholders, with reports including: Book of Impact, sustainability, small and diverse suppliers, and community sourcing

Reports directly to the UC Health Chief Transformation Officer.

Will support a staff of analysts managing day-to-day operations.

Strategy & Support: Working with stakeholders at the health enterprises in conjunction with the Chief Procurement Officer and the strategic sourcing team develop and implement a detailed business / strategic one-year plan and support efforts to develop category strategies and 3-year sourcing pipelines. Based on the initial work plan and strategy, above, identify, accelerate and support internal projects and partnership opportunities with third parties.

Data Governance: Oversee and coordinate the submission of standardized data from all of the health enterprises within the University. Ensure data provided to 3rd party companies is managed to University of California standards and that controls are in place to protect privacy, comply with all Federal and State laws and protect University of California data assets.

Data Science: Pioneer and develop novel data analytics and computational capabilities to drive value and insights (clinical, operational, and financial) from clinical and related data within the UC health system. Perform analytics work in collaboration with various UC stakeholders.

Infrastructure: Develop and enhance the data environment for strategic sourcing to include clinical, operational and reimbursement data elements to ensure accurate, cleansed data elements can be linked across the individual health enterprises. Develop the technical and analytics infrastructure to enable sourcing managers, supply chain leaders, and other stakeholders to use data at scale to drive clinical strategy and activities, including improving clinical quality and value at scale. Develop and implement a data model that enables UC-wide view of third-party spend. Develop and implement reporting capabilities for spend, savings, and contract compliance. Manage UC Health Strategic Sourcing Offices relationships with internal and external informatics partners, including but not limited to, the UC Health Chief Data Officer, UC IT leadership and Vizient, Curvo Labs, ECRI, and Valify.

Required Qualifications

  • At least ten years' experience working in the healthcare industry.
  • At least five years' experience working in a hospital analytics heavy environment.
  • Knowledge of the issues and challenges facing healthcare supply chain management and strategic sourcing.
  • Sound strategic thinking and consulting skills in guiding towards workable strategies and operational solutions.
  • Advanced ability to coach, facilitate and influence people at all levels; advanced ability to build and maintain relationships with a broad range of staff, members of the UC Community, and external partners.
  • Ability to establish priorities and allocate resources among those priorities and achieve results in a multi-mission, multi-unit, multi-site organization.
  • Excellent communication and team building skills; experience with communications at all organization levels from strategic leadership to support functions; ability to present complex in a manner that is accessible to a variety of audiences.
  • A high level of emotional intelligence; must have the capacity to be aware of, control, and appropriately express emotions, and handle interpersonal relationships judiciously and empathetically.
  • Ability to accomplish results and effectively integrate functions across units and amid competing priorities in a complex multi-mission organization; must consistently demonstrate and encourage a commitment to quality, customer-centeredness, productivity, and continuous improvement.

Education

  • Bachelor's degree in related area and minimum 10 years of experience and / or equivalent experience / training.
  • M.B.A. or a Master's degree in a related field preferred.
