We are ranked as one of Computerworld 's Top Places to Work in IT 5 years running and we are seeking a Program Manager to provide leadership, vision, and strategic guidance to all functional areas of the Classified IT within the Information Technology Services Department (ITSD). This program oversees the delivery of classified compliance and IT support services for hundreds of system plans across a campus of facilities and networks at all levels of classified security.

As the Classified Services Program Manager, reporting to the CIO, you will...

  • Lead a program dedicated to ensuring security compliance and delivering high-quality IT services on collateral networks, government classified networks, and highly classified (SCI/SAP) programs. Oversee a project portfolio delivering the successful classified IT support infrastructure for a $2B organization providing services to DoD, IC, and other US government agencies.
  • Lead the effort, with support from the classified services leadership team, to develop, maintain, communicate, and execute the vision & strategy required to ensure APL's classified IT services are effective in meeting the needs of the line of business units (Mission Areas), including ensuring the classified services team has priorities aligned with key business stakeholders. Work with senior executive governance bodies to manage through conflicting priorities.
  • Develop and maintain effective relationships with key internal and government stakeholders. Work with the APL Mission Area Executive and Program Manager community to ensure the classified services team has priorities aligned with these key business stakeholders. Review proposals for new work to ensure IT is aligned to properly support the proposed activities. Negotiate objectives and priorities as required. Manage escalations. Work with senior executive governance bodies to manage through conflicting priorities.
  • Lead a small project management team that defines and tracks work necessary to achieve business and compliance goals for classified services projects and initiatives. Ensure effective execution of tasks within the Program.
  • Track the Program's budget to ensure spending is within targets. Define, negotiate, and track Program-level overhead and capital funding allocations. Work closely with the business office staff to forecast and track resource needs and ensure the cost effectiveness of the Program's work.
  • Work closely with the Classified Services Branch Supervisor to ensure successful delivery of classified IT compliance and services to key internal and government stakeholders. Classified IT services are delivered by a team of over 130 IT and IA professionals and include GENSER and highly classified oversight (ISSO and ISSM) responsibilities, internal information systems security audits, design, implementation and support of clients, servers, classified InfoSec, email, storage, network, and user support for multiple classified networks supporting thousands of systems and several thousand users. IT services are delivered using Government Risk Management Framework (RMF) requirements and Information Technology Infrastructure Library (ITIL) and project management best practices.
  • Work closely with the ITSD Strategy Team (direct reports to the CIO and peer managers and supervisors) to develop and execute department-level strategy and objectives ensure success of critical department projects and initiatives ensure a positive work environment and sustain a culture of excellence. Work on enterprise initiatives, as required, especially in support of innovation and collaboration at the Applied Physics Laboratory.
  • Recruit, develop, and oversee a diverse and highly skilled workforce with expertise in the core technical areas of the Program Office. Define expectations, coach performance, administer salary actions, and provide professional development. Identify and develop key talent for future leadership roles.
  • Work with the classified services strategy team to develop and maintain a vision and strategy for Classified Services, consistent with the Department and Laboratory strategies and objectives.

Qualifications

You meet our minimum qualifications if you...

  • Possess a Bachelor 's degree in Information Systems or related field, or equivalent years of professional IT work experience.
  • Possess 15+ years of IT Operations and Service Delivery experience or related field with at least 10 years in management/supervisory roles of classified networks and systems. Possess at least 10 years of experience leading projects or programs of significant size and complexity.
  • Have a strong working knowledge of the National Industrial Security Program Operating Manual (NISPOM), Joint Staff Special Access Program Implementation Guide (JSIG), Intelligence Community, Risk Management Framework (RMF), and other U.S. government inspection processes and policy requirements.
  • Have strong demonstrated skills in: leadership, strategy, organization, and planning, with the ability to establish relationships and effectively interact with all levels of staff and management. Possess strong communication skills, both oral and written and strong customer interaction skills.
  • Have experience managing a multi-million dollar budget and multi-year projects.
  • Have a proven track record of successfully leading and motivating teams in solving complex problems.
  • Have experience with hiring, training, performance management, and coaching staff.
  • Possess a current DoD 8570 IAM Level I Certification or the ability to obtain within 6 months of hire.
  • Can demonstrate that you are fully vaccinated against COVID-19.   • Have at least a DoD Top Secret clearance and are able to obtain and maintain a TS/SCI level security clearance or higher. Eligibility requirements include U.S. citizenship.
  • Are willing and able to work occasional weekends and other after hours work to handle and/or complete critical project/work-related business needs.

You go above and beyond our minimum qualifications if you...

  • Possess a Master's degree in Information Systems, or related field.
  • Have experience working in DoD or IC organization agencies.
  • Hold a TS/SCI clearance.
  • Have experience with Network Management, System Administration, Help Desk, Information Security, and related technical support tools.
  • Have experience with ITIL (pref. certification), Service Management, and Operations Management.
