Global Supply Chain Technical Assistance Manager Position Summary CRS is looking for an experienced Supply Chain professional to coordinate strategic technical assistance, guidance, and capacity building for all Supply Chain Management (SCM) activities and initiatives to regional and Country Program (CP) teams to advance the delivery of high-quality programming to CRS' beneficiaries. The Technical Assistance (TA) Manager must ensure that all the above-mentioned activities are in compliance with CRS policies and principles, donor regulations, industry standards, and local requirements, and in sync with the GSCM strategy. The TA Manager will be responsible to establish a close coordination mechanism with the Regional Supply Chain Technical Advisors (RTAs) to develop and execute supply chain improvement strategies, business system optimization activities, and shared project support initiatives. His/her technical knowledge, advice and guidance will ensure effectiveness and efficiency in supply chain management. The TA Manager will report to the Supply Chain Strategic Technical Assistance and Response (STAR) Director within the Global Supply Chain Management Department/ S/he manages 1+ SC TA staff and works closely with the other GSCM Units (Global Procurement, System and Performance, and International Transportation and Logistics), Deputy Regional Directors, as well as other relevant departments and Country Program staff to ensure cross-functional and applicable strategies. Detailed Responsibilities Strategic Support
- In collaboration with the Technical Specialties Advisors (food/NFI, health, markets, etc.), and in consideration of all GSCM Unit priorities, develop and implement the strategy for the technical assistance approach and priorities to be rolled out at the Country Programs (CPs).
- Ensure the application of agreed-upon GSCM annual objectives to regional and CP objectives. Support the GSCM Units' implementation of those objectives at the regional and CP levels.
- Where relevant, help to implement programs for partners to improve their supply chains through systems strengthening, capacity building, and other appropriate interventions.
- Work with the STAR Director and GSCM Senior Director to identify SCM-oriented business development opportunities (e.g., TA contracts, SCM grants, etc.) to either pursue or to inform areas of continuous improvement for the GSCM strategy.
- Act as a representative in relevant industry meetings.
General TA Support
- Work with the STAR Technical Specialties Advisors, as well as other GSCM units to implement initiatives related to their areas of expertise to support the completion of the GSCM objectives and priorities.
- Provide input and feedback on supply chain aspects of proposal development and review at the regional level in accordance with Compass (www.compass.crs.org) and the GSCM Handbook.
- Promote the application of SCM policies and procedures, guidance, and tools in coordination with the STAR - Knowledge Management and Learning (KML) sub-unit. Conversely, help to ensure GSCM's KML sub-unit address CP realities, and work with the STAR-KML team on their creation and revision as needed.
- Coordinate the support of the implementation of grants with supply chain components, to ensure country programs can achieve their project objectives. Support RTAs in their engagement with CPs and help to fill the gaps of the CP and regional SCM support needs.
- Provide guidance on the development, strengthening and/or standardization of processes and tools for the end-to-end planning and implementation of agile supply chain systems covering logistics, procurement, warehousing, and fleet management in accordance with supply chain policies and the GSCM Handbook.
Continuous Improvement
- In collaboration with the Regional Technical Advisors, regularly review CPs' structures, systems, and supply chain involvement in project execution through the Supply Chain Transformation initiative (STEP Up) to ensure movement towards best-in-class supply chain. Ensure the follow-up on action plans with CPs and RTAs.
- Coordinate risk assessments for supply chain-oriented projects and for CPs and develop corresponding risk management plans. Follow up with CPs on the application of risk mitigation efforts, as well as any audit findings related to deviations from the risk management plan. Provide additional recommendations when appropriate.
- Using the aforementioned STEP Up and risk assessments initiatives, as well the use of available data analysis on the health of various CPs, identify key intervention needs and work with the relevant GSCM Units, regional partners, and other stakeholders to design and execute solutions.
