Pegasus Support Services, LLC is looking to hire a Proposal Manager with federal government and DoD proposal experience.  Position is located near Atlanta Georgia.   Prefer candidates that can work in the office, however remote is possible as long as they have the ability to travel and/or work in the office when proposal needs dictate.  
The successful candidate will have a proven track-record developing winning proposals, managing, scheduling, editing, and producing multi-volume federal and DoD proposals. Exhibiting an encouraging, diplomatic, collaborative demeanor and willingness to devote significant time and attention to delivering a winning proposal are the keys to success in this role.

Responsibilities Include:
  • Hands on proposal management of assigned pipeline opportunities for new business and re-competed efforts from pursue decision through award.
  • Managing proposals, including all aspects of proposal development such as pre-proposal planning activities, kick-off meeting, value proposition conveyance, theme development, schedule management and adherence, action/issue tracking, proposal structure development, compliance oversight, writing instructions and team guidance, color review team coordination, and production oversight.
  • Writing clear, persuasive, and articulate proposal sections as needed. Translating complex ideas into easily understandable text.
  • Writing technical, management, resume, and/or past performance sections as needed.
  • Ensuring that volumes achieve one voice and one message through iterative reviews and a final "one voice" revision of the entire volume at the end of the process.
  • Collaborate with the capture manager, subject matter experts, solution architects, and proposal writers to refine proposal sections to ensure accuracy, compliance, consistency, and reflection of win strategies.
  • Prepare for and conduct color reviews of written proposal volumes to include in-briefing and de-briefing reviewers, consolidating and resolving minor comments, and working with the capture manager and writers to resolve major comments.
  • Work with the contracts and pricing leads to remain current on all solicitation modifications and pricing milestones, communicate changes and updates to the team, and revise the schedule, outline, and compliance matrix as necessary throughout proposal life cycle.
  • Contribute to capture team in qualifying and determining pursue and bid decisions on upcoming business development opportunities.

Qualifications Required:
  • 5+ years of managing federal or commercial proposals that have resulted in prime-contract awards with values from $10 million up to $100+ million
  • Understanding of Government or commercial RFP/RFQ process and compliance.
  • Capable of creating complete and compelling proposals.
  • Demonstrated ability to work efficiently under multiple deadlines and changing priorities to create high-quality material.
  • Knowledge of Federal Acquisition Regulations (FAR).
  • Able to take process ownership and work independently or as part of team.
  • Excellent work ethic, organizational, written and verbal communication skills.
  • Ability to successfully execute multiple tasks simultaneously.
  • Dynamic interpersonal skills to interact with all levels of management.
  • Proficient in all Microsoft Office applications.
Education:
  • Four (4) year degree from an accredited university. Active Duty Military experience or years of experience may be substituted for consideration against the education requirements.
Desired:
  • Current experience with federal and DoD services contracts to include Base Operations and Support (BOS); logistics including material maintenance, supply/warehousing, transportation/motor pool; range operations and maintenance; airfield operations.
  • Prior government/military service in core business areas of BOS, logistics, civil engineering, public works.   
  • DoD and/or civilian agency OCONUS proposal experience
  • Strong interpersonal and relational skills.
  • Collaborative with ability to pull together cross functional support for BD initiatives.
