As a member of the Executive Team, the CHRO/VPHR provides strategic and tactical leadership in developing and executing human resources strategies in support of the overall Agency plan and in compliance with Agency Policies, State and Federal laws. This includes leading initiatives that drive and support organizational objectives, enhance organizational culture and development, and ensure the delivery of effective HR services.

Essential Duties And Responsibilities

Within a team environment, this position will perform the following responsibilities:

Human Resources 40%

  • Serve as HR Strategic Business Partner and advisor to management and staff directly or through the HR staff on employee relations issues, compensation, policies, and trends presenting possible approaches, discussing legal implications, modeling communications.
  • Recommend, develop, and implement programs to sustain positive employee morale and increase employee retention. Play a leadership role in further developing a positive, creative, and ethical work environment.
  • Provide leadership team with senior management with analytical information, insights, and trends (e.g., employee metrics, survey information) to facilitate holistic business decisions and guide leaders' actions.
  • Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance and reduce risk while mitigating negative impact on the Agency.
  • Play a leadership role in the Agency's support for a fair employment environment where diversity and respect for others are core values. Ensure integration of a diversity, inclusion, and engagement lens into relevant processes and frameworks. Collaborate with the Diversity, Equity, and Inclusion Director to create and implement diversity, equity, and inclusion programs focused on measurable results.
  • Evaluate all HR functions including total compensation and the Agency's benefits package, to ensure they are cost effective, and meet Agency needs.
  • Fully leverage technology in the design and delivery of services and in the generation of management and data reporting.
  • Execution across a diverse, multi-generational, multi-level workforce that is decentralized.
  • Manage the HR team through the Employment Manager, Employee Relations Manager, Benefits Manager, and the Training and Development Manager with oversight of employee relations, performance management, compensation, affirmative action plan, retirement, and employee welfare benefits, recruiting, training and development, employee recognition, HR policies, safety and workers' compensation, while minimizing risk and ensuring that current and future agency needs are reflected in the development and implementation of HR strategies and programs and that deliverables are aligned to the strategic business objectives of the Agency. Create new HR structures as needed.
  • Prepare department budgets and forecasts. Strategize Budget trends and efficiencies.

Executive Team 60%

  • As a member of the Executive Management Team, the CHRO/VPHR will participate in the overall management of the Agency.
  • Strategize with the Executive Management Team, Leadership Team, HR Team and manage external pressures market, cultural, and agency trends.
  • Collaborate on Risk management.
  • Work closely with other members of the Executive Management Team regarding organization-wide and departmental needs and initiatives.
  • Participate in the Emergency Response Committee

Non-Essential Duties And Responsibilities

These duties include tasks that are required and comprise less than 5% of daily functions for this job:

  • Interact with the Board of Directors, as needed.
  • Develop project plans; coordinate projects; communicate changes and progress; complete projects on time and budget.

Job Specifications

Minimum Required

  • Education:
    • BA/BS degree in Business, Communication, Psychology, Industrial Relations, or related discipline from a four-year college or university
  • Experience:
    • Minimum of 10 years experience in human resources management, 15 years preferred. Minimum 5 years of experience as part of a Senior Management Team.
  • Professional/Technical Certifications:
    • SPHR preferred
  • Technical Requirements:
    • Must have advanced knowledge of general office procedures with the ability to demonstrate excellent organizational and computer skills, specifically in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Bilingual Required:
    • Preferred

  • Requirements:
    • Display willingness to make effective decisions; exhibit sound and accurate judgment; support and explain the reasoning for decisions; include appropriate people in the decision-making process; make timely decisions.
    • Demonstrates the ability to gather and analyze all relevant information including varying employee views, risks, employment laws, and regulations prior to developing a recommendation.
    • Experience in communicating difficult information and the ability to maintain calm in the midst of a crisis.
    • Demonstrate knowledge and experience in all aspects of HR including employment law and regulations, employee welfare and retirement benefits, employee relations, employee recruitment and selection, compensation and benefits, training, and state and federal laws.
    • Experience required in developing operational strategies and change management that will promote engagement and retention in a changing and emerging organization and in a decentralized, multi-level workforce.
    • Adept at establishing a strategic vision of the future of HR based on a robust analysis of environmental trends, internal resources, and the organization's mission and values.
    • Demonstrated understanding of business operations, systems, processes, funding that drives the organization.
    • High level of complex, conceptual problem-solving ability.
    • Act with a sense of urgency and reprioritize quickly and effectively.
    • Strong ability to multi-task and juggle projects.
    • Superior written and verbal communication. Demonstrated ability to develop a rapport and consulting relationship with all levels of management. Consistently act with integrity - trusted partner and sounding board,
    • Strong and creative problem-solving skills are a must, as well as the ability to work collaboratively, building teams across business groups and functions.
    • Maintain confidentiality in accordance with Agency policy and legal requirements.
    • Be honest, reliable, and dependable.
    • Participate in appropriate trainings, meetings, and seek out developmental opportunities.
  • Travel:
    • Automobile, current auto insurance, current California Driver's License, and DMV clearance required. Minimal travel in CA is required.
  • Work Schedule:
    • Full time, typically M-F
  • Work environment:
    • Working in an office work environment; ambient temperature and noises, indoors
  • Background & Health Clearance Requirements:
    • N/A
