We are currently seeking a Senior Stormwater and Stream Restoration Construction Inspector to support our growing team in our Baltimore, MD office.

Responsibilities:

The primary responsibility of the Senior Stormwater and Stream Restoration Construction Inspector are to perform field inspections for a variety of stormwater projects (Sand Filters, Micro Bioretention Facilities, Pond retrofits, Permanent Erosion Control, Stream work, etc.)

The Senior Environmental Construction Inspector's additional duties shall include:

  • Independently plan, coordinate, inspect and oversee project inspection activities of roadway, structure and bridge, maintenance project
  • Monitor contractors and schedules to ensure quality control and contract compliance of moderate to complex construction projects
  • Apply knowledge and experience towards the inspection of roadways, utilities, and bridges using SHA standards, specifications and procedures
  • Apply engineering principals in the inspection and documentation of construction activities and Thoroughly document the Contractor's progress and verified quantities daily on Individual Daily Reports (IDRs)
  • Approve and oversee field changes required due to field conditions or provide cost savings
  • Oversee, direct, and review the work of Inspectors and Inspector Trainees
  • Maintain comprehensive project records and documentation using the SHA Materials Book Material Management System (MMS) project management software (MCMS), OED Toolkit.
  • Complete testing of materials using SHA testing procedures
  • Apply Best Management Practices to safety activities
  • Communicate with various stakeholders including Local, State and Federal Governments
  • Assist with the development of change orders, investigations, and the analysis of Notices of Intents to File Claims
  • Monitoring, reviewing, and inspecting plans for Stormwater Management (SWM) and Erosion and Sediment Control (ESC), for ensuring plan compliance & standards conditions issued by the federal/state regulations.
  • Inspecting the installation of structural best management practices, and verifies proper installation in accordance with the approved erosion and sediment control plan or standard conditions issued by MDE as well as ensuring application of corrective measures timely
  • Monitoring & inspecting the restoration of stream channels
  • Monitoring & inspecting land disturbing activities within the project site, State and Federal codes and regulations governing erosion and sediment control.
  • Reporting complaints of erosion and sediment loss and conducts on-site inspections of records or construction sites on a regularly scheduled basis or upon non-compliance complaints.
  • Reading and interpreting ESC, stormwater management & landscaping plans
  • Monitoring the work of contractors to ensure quality control and contract compliance for the installation of different appropriate devices & tools for environmental mitigation
  • Monitoring and perform environmental inspections to ensure regulatory compliance
  • Performing daily record keeping of project activities
  • Inspecting planting materials (Seeds, Shrubs & trees) intended for landscaping, for proper growth and planting techniques
  • Inspecting & monitoring temporary & permanent seed establishments performed by contractors including fencing, and turf maintenance.
  • Inspecting replacement of landscaping trees & shrubs to ensure suitability and compliance with plans and specifications.

Qualifications:

The qualifications for the Senior Construction Inspector include:

  • B.S. in an environmental science, civil engineering, or related field, preferred
  • 10 years of experience providing infrastructure construction inspection; including stormwater and stream restoration
  • Knowledge and experience with Federal, State, and Local environmental regulations
  • Experience in providing underground utility inspection and sewer pipeline inspection (preferred)
  • Experience operating computer equipment, software programs, and field-testing equipment
  • Must be proficient in Microsoft Office Suite
  • Must have a valid driver's license and acceptable driving record
  • Able to pass criminal background check
  • Required Certifications:
    • Sediment and Erosion Control
    • Maryland Department of the Environment (MDE)
    • Responsible Personnel Certification(RPC), formally called Green Card
    • SHA Erosion and Sediment Control Yellow Card
  • Preferred certifications:
    • Mid-Atlantic Region Technician Certification Program (MARTCP)
    • Concrete
    • Asphalt
    • Soils & Aggregates (Including Nuclear Gauge)
    • Pavement Markings
    • Temporary Traffic Control Manager
    • OSHA 10-hour Construction Safety
