Description

Scope of Work

  • Develop and maintain up-to-date expertise in PEPFAR and USAID financial / resource and HRH monitoring requirements, methodology, process, and systems for which supporting in a virtual TA capacity:
    • Review and develop deep understanding of new and updated PEPFAR and USAID-specific guidance for
    • Participate in a USAID and ASAP facilitated virtual training on PEPFAR ER and HRH Reporting for USAID local partners
    • Participate in any follow up training sessions and/or routine/ad hoc update calls with USAID HQ PoCs
  • Plan, capacitate, and coordinate with key stakeholders to prepare for successful local partner reporting and cleaning of data:
    • Maintain contact lists and tracking of country-specific needs alongside USAID HQ and mission PoCs if/as needed
    • Conduct follow-up virtual orientation sessions for local USAID implementing partners and/or associated USAID mission staff using USG-provided materials and with the virtual support of USAID HQ and field PoCs if/as requested
    • As needed support country specific coordination and communication of country specific local partners
  • Provide technical assistance to ensure USAID local implementing partners report high-quality expenditure reporting and HRH data during FY21 Q4 reporting (beginning Oct 1 2021):
    • Proactively contact each local partner and send regular reminders/follow up as needed and/or responding to questions from local partners
    • Provide one-on-one virtual technical assistance (i.e., phone, email, web-based conferencing tool) on understanding the data collection, methodology such as categorizing and allocating expenditures and other data, as well as navigating the data collection and submission workflow process if/as necessary
    • Engage with appropriate HQ entities as necessary to follow up with specific partners / reporters based on submission activity and troubleshoot system and technical issues as needed
    • Track reporting and cleaning progress for each local partner mechanism by OU providing regular reports to USAID mission and HQ staff as requested
    • Liaise with USAID HQ to fully address technical, systems, process concerns where necessary
  • Provide technical assistance to local partners and USAID country team POCs (as necessary) to promote data quality:
    • Review of USAID local implementing partners' data entry for accuracy and completeness continuously, including prior to and after submission through the appropriate systems/processes, flagging concerns to relevant stakeholders
    • Review and triangulate related data sources as needed, such as program results and quality and/or epidemiologic data as well as cross ER-HRH validations
    • Organize, facilitate, support, and track USAID review of local partner data per guidance of USAID HQ staff during review periods
    • Liaise with USAID HQ PoC to fully address technical, systems, process concerns where necessary

Minimum Qualifications/Experience Requirements

  • Master's degree in Accounting, Finance, Business Administration, or similar field of study and at least five years of relevant experience in financial and administrative management with International organizations or a bachelor's degree in a related field of study and at least eight years of relevant experience
  • Resource tracking data collection experience
  • Familiarity with PEPFAR requirements, business requirements, programming and policies
  • Excellent communication/coordination and analytic skills
  • PEPFAR expenditure reporting and HRH reporting experience
  • Oral and written English and French language preferred
  • Experience in building the capacity of local partner staff in data collection, analysis and/or use
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy
  • Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills
