Job Description
SUMMARY:
The Assistant Compliance Officer works directly with the Chief Compliance Officer in developing, implementing and administering all aspects of the compliance function. The Assistant Compliance Officer is responsible for executing departmental initiatives, as directed by the Chief Compliance Officer, to ensure compliance with state and federal regulations. Responsibilities include supervision and guidance of the Compliance Specialist, administering all aspects of the bank’s compliance activities, consulting with management on compliance issues, leading various committees, monitoring legislative/administrative developments as they pertain to the bank, performing vendor management and contract review, and performing special projects as needed. 

ESSENTIAL FUNCTIONS
  • Manages Compliance Specialist’s scheduling, performance management, training, one-on-one coaching, and employee recognition and development. Ensures performance appraisals are completed and administered in a timely manner.
  • Manages and/or delegates the daily operations and management of the compliance function as directed by the Chief Compliance Officer to include the compliance management of strategic and new product initiatives; support of departmental implementation of regulatory changes; and performance of necessary reviews to ensure compliance requirements are met.
  • Interprets and analyzes new, and changes to, Federal and State regulations by keeping abreast of changes to compliance laws, regulations, policies, guidance, and practices. Keeps informed of changes and updates to internal policies and practices.
  • Oversees/supervises the Compliance Specialist’s administration of outsourced compliance reviews, internal audits, and regulatory examinations; consumer complaint tracking; approval of marketing advertisement creative and materials; board report preparation; and online training modules.
  • Gives compliance guidance to the compliance specialist, management, and personnel. Keeps management and other bank personnel informed of the implementation of new regulations or changes to existing regulations. Provides Bank staff with useful materials and publications relative to regulatory requirements and recent developments.  Participates in various departmental committees and meetings  to assist with related compliance requirements and procedures.
  • Manages meetings for Compliance and CRA Committees to include presenting and discussing regulatory changes.
  • Manages internal customer service regarding compliance related questions, research and investigations, and service level agreements.  Utilizes appropriate compliance resources to facilitate timely responses.
  • Collaborates with department management on Bank policies and procedures to ensure they are updated in accordance with regulations, legal requirements, and trends.
  • Acts as Bank liaison to compliance attorney.
  • Oversees/supervises Compliance Specialist’s periodic vendor reviews of Compliance department vendors, evaluating history with the Bank as well as current stability.
  • Provides Compliance Specialist and Bank personnel with training and educational opportunities. When appropriate, the Assistant Compliance Officer will perform training and awareness on compliance issues.
  • Completes all assigned online or in-person Compliance, Human Resources, and Departmental training modules/classes.

SKILLS REQUIRED TO PERFORM THE DUTIES OF THE JOB
  • Strong interpersonal and communication (both written and verbal) skills with the ability to interact professionally, effectively, and tactfully with all levels of management, legal counsel, auditors, and examiners while maintaining strict confidentiality.
  • Strong organizational skills with the ability to work independently, as well as collaboratively within a team environment. Must be capable of handling multiple priorities, be self-directed and exercise independent judgment.
  • Strong ability to interpret legal and regulatory concepts and perform legal and regulatory research and analysis.  Must be able to convey such concepts to Compliance Specialist, and Bank management and personnel.
  • Ability to retain a broad knowledge of compliance laws and regulations, operational and lending functions.
  • Must have strong judgment and analytical abilities with attention to detail and accuracy, as well as ability to draw conclusions and provide solutions based on relevant facts.
  • Proficient with Microsoft Office Suite (Word, Excel, Outlook) including compare, charts, pivot tables, and data filters.
EDUCATIONAL AND EXPERIENCE REQUIREMENTS
  • Bachelor’s degree in Business Administration or related field or equivalent experience in the industry.
  • Minimum of 5 years in bank compliance with a strong knowledge and understanding of all federal and state banking laws and regulations. 1 - 3 years supervisory experience required.
  • Compliance Certification equal or equivalent to Certified Regulatory Compliance Manager (CRCM) or Certified Community Bank Compliance Officer (CCBCO) is preferred.
  • Strong understanding of financial institution back office and frontline areas, functions, policies and procedures, products and services, and the interrelationship between departmental functions.
WORKING CONDITIONS / PHYSICAL REQUIREMENTS
  • Must be able to remain in a stationary position for long periods of time (50%-75% of the time).
  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
