Job Description
Location: Fulton, Maryland, United States

The Proposal Manager/Technical Writer performs all duties required to ensure that a winning proposal package is developed on time and delivered to specification in response to a solicitation notice. Directly responsible for managing the proposal development process from the point of Request for Proposal (RFP) release, through delivery of the proposal package, to Final Proposal delivery and contract start-up. Additionally, responsible for the preparation, review, revision, and maintenance of technical documents. Works with the Capture Managers to define proposal win strategies and themes and to develop the proposal package. Gathers, synthesizes, and incorporates business and technical information into written proposals and business development presentations. This position may require working evenings and weekends to meet proposal deadlines.

Position overview:

  • Supports the Capture Manager in proposal planning to develop win strategy, win themes, and proposal response
  • Provide expert oversight of technical writing and editing to all phases of acquisition and technical documentation for the Program, Project, or Contract
  • Achieves expert familiarity with RFP understanding all requirements to be compliant
  • Leads proposal development preparing proposal outline, compliance matrix, and proposal schedule
  • Prepares kick-off brief and leads kick-off meeting
  • Research highly technical subject matter, organizes information from multiples sources, and express technical information in written form that is comprehensible to a wide audience of readers
  • Conducts training: storyboarding, graphics development, proposal writing, proposal process
  • Maintains proposal schedule, conducts stand-up meetings
  • Manages proposal process and team members (proposal coordinator, writers, graphic artists, desk top publishers, etc.) assigning work and tracking all tasks and assignments to completion
  • Ensures the proposal submissions are compliant with the applicable RFP or RFI instructions by reviewing all proposal products from storyboards through final submission
  • Reviews proposal to ensure it is compelling in its organizations, flow, themes, graphics, and captions
  • Oversees proposal production performing final quality checks on all proposal products
  • Direct and oversee consultants in the development of marketing and proposal documents
  • Works closely with leadership, consultants, and partners
  • Work on all phases of documentation
  • Strategize, write, and edit content for proposals, qualification packages, projects descriptions, and award submittals
  • Act as lead with complex or voluminous documentation and may provide or coordinate special documentation services as required
  • Assist in preparing and maintaining operations documentation, user guides and manuals and technical publications
  • Understand basic concepts (to include basic grammar concepts), responsible for writing technical copy for various types of documents
  • Obtain debrief information following win or loss announcements
  • Maintain a current internal documentation library
  • Support other projects as needed

Minimum requirements :

  • Bachelor's degree in a technical, or related, discipline from an accredited college or university. Four years of additional experience may be substituted for degree
  • 2-5 years' experience managing and being responsible for projects
  • 2-5 years' experience with technical and/or marketing writing
  • Proficient in Microsoft Office, Project, Teams, and Adobe Creative Suite (InDesign, Illustrator, Photoshop)

  • RFPs, RFQs, Government or university experience a plus
