Position Overview

Avanuts Federal is looking for an experienced Training Development Manager to join our team in support of our homeland security federal government client , the Department of Homeland Security - U.S. Customs and Border Protection - Program Management Office (PMO). The individual should be able to provide training development, training framework, and detailed tracking of PMO training requirements.

Responsibilities

This position performs the following regular work responsibilities:

    Shall formulate a framework in which the required and desired core competencies, technical skills, certifications and experiences for each PMO role is established and made actionable by supervisors and staff;
  • Identify key decision points and policy guidelines for organizational training and development strategy;
  • Facilitate decision making on high level approaches (i.e. standardization, resource allocation, candidate selection criteria, career progression, etc.);
  • Continiously monitor and evaluate implementation, progress and effectiveness of training framework;
  • Conduct environmental scans and stakeholder validation for the building and maintenance of competency models, skill gap analyses for identification of focus areas for training, and use ADDIE methodology to approach overall PMO training elements;
  • Oversee all training execution for the PMO including monitoring compliance with mandatory CBP trainings, develop trainings, guide certification process, assist in creation of individual development plans, manage training SharePoint elements, and assist in training course research and logistics.
Required Qualifications
  • Bachelor's Degree is required, with a minimum of 5 years' experience;
  • Working knowledge of the ADDIE methodology, or similiar execution methodology;
  • Ability to work collaboratively with all team members, and be proactive in organization PMO outreach to maintain critical staff relationships and provide reminders on required task completions;
  • Excellent written and oral communication skills;
  • Excellent organizational skills;
  • Familiar with SharePoint and the Microsoft Office suite programs, especially MS PowerPoint, Excel, and Word;
  • Must be able to obtain CBP Public Trust;
  • Must be a US Citizen.
  • The status of applicable COVID-19 vaccination requirements under Executive Order 14042 are subject to change depending on applicable court orders and the course of ongoing litigation. Candidates may be required to show proof of COVID-19 vaccination or have an approved exemption
Preferred Qualifications
  • DHS Experience is preferred;
  • Specific training management experience for medium to large teams/organizations is highly preferred;
  • Experience solving difficult issues to resolution, and navigating complex organizational structures successfully;
  • Completed CBP Background Investigation clearance is preferred.
