Job Description

Moffatt & Nichol is actively searching for an experienced Construction Estimator who will be responsible for developing and compiling construction cost estimates and schedules based on plans and specifications to provide our clients accurate information for budgeting purposes. The job involves assessing material, labor, and equipment costs and determining means and methods of construction in the port, marine, and waterfront sectors. The position can work from any of the listed Moffatt & Nichol office locations.

Duties and responsibilities:

  • Review plans, specifications, and related documents to understand project / program requirements
  • Produce estimates based on clients' needs, including parametric vs built-up estimating methods
  • Complete quantity take-offs to estimate materials needed to complete the construction job
  • Estimate crew composition, production rates, and labor costs (union and/or non-union)
  • Build labor burden tables using applicable tax percentages and hourly fringe benefits including overtime and multi-shift premiums
  • Estimate the duration of a given project (project schedule)
  • Estimate costs of construction delays (inclement weather and other types of delay)
  • Obtain and evaluate vendor quotes
  • Complete constructability reviews of plans and specifications
  • Prepare basis of estimate reports; write specifications
  • Perform risk analysis per USACE guidelines (Must be able to learn Crystal Ball Software upon hire)
  • Supervise and coordinate with sub-consultants, including review of their cost estimates. Provide cost information to sub-consultants, such as daily rates for equipment and production rates
  • Review and evaluate contractor bids (as owner's representative)

Qualifications:

  • Bachelor's Degree in Construction Management, or Civil Engineering preferred
  • Minimum of 6 yrs experience in construction estimation for port, marine, and waterfront projects; required
  • USACE and NAVFAC construction estimating experience preferred
  • Registration as a Professional Engineer preferred
  • Required experience in:
    1. Constructability and costing for the marine and transportation construction industry
    2. Proposals including joint ventures, design-build, fixed price, FIDIC (International Federation of Consulting Engineers), re-measurable, and negotiated bids
    3. Construction scheduling
    4. Purchasing, cost control, and billings on a cost plus project
    5. Scheduling software, MS Project, Suretrak, etc.
  • Experience utilizing MII Cost Estimating Software to complete cost estimates per USACE and NAVFAC requirements preferred
  • Experience with Cost estimating software such as Heavy Bid (HCSS) or Hard Dollar for non-Federal Projects
  • Knowledge of USACE, NAVFAC, American Association of Cost Engineers (AACE) Cost Policies
  • Academy of Coastal, Ocean, Port & Navigation Engineers (ACOPNE) certification in Port Engineering preferred
  • All new hires will be required to complete and pass a background check in compliance with NIST 800-171

Physical requirements:

Majority of work is office based. Site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment.
