Job Description

CobbFendley is a multi-discipline firm founded in 1980 in Houston, Texas, providing engineering and surveying services. CobbFendley is seeking a Practice Leader - Fiber & Broadband Services for the Utility Coordination Department in any of our office locations nationwide.

Summary:

Network Design Project manager for Smart City Infrastructure and Fiber Optic Installation Projects comprised of several sub-projects, e.g. smart lighting, smart water, smart traffic.

The Smart City Practice Leader will offer an in-depth understanding of Smart City project lifecycles and project infrastructure development methodologies, will be well-versed in WiFi network deployments, RFID Systems, IoT, operating and maintenance costs, and identification of new business models and industry trends; including the steps of deployment from working out a clear, comprehensive roadmap focusing on the key factors that will enhance long-term planning, through Scope, Requirements (including resource allocation), Expected Deliverables, Schedule and Duration, Milestones and Budget.

The successful candidate's most important qualifications include:

BS/BA degree in related discipline strongly preferred (i.e. Telecommunications, Engineering, Computer Science, or similar technical degree).

5-10 years of experience working on Telecom Fiber Infrastructure Projects including change management, process improvement, project management, Engineering, Technical Operations or academic equivalent training or projects.

5+ years in a project management role, preferably in technology, with proven project management experience of Smart City complex projects.

Working knowledge of external fiber network design, infrastructure, and engineering or related processes.

Demonstrated problem solving and analytical thinking skills.

Excellent oral and written communication, presentation, and analytical skills with high level of diplomacy and tact.

Experience with Feasibility study

Experience in additional domains - Utility (Energy or Water Distribution), Integrated Traffic Management, City Surveillance is a plus.

Experience with Network and Telecom Infrastructure solutions for a range of requirements covering Wired & Wireless Networks including IP-based Communication Network; GSM services; Wi-Fi; Fixed Broadband; Satellite and Microwave RF Links; Data Centre Infrastructure; Multimedia Services & Gateways.

Experience with Smart Solutions in Energy, Grids, Water Solutions, Traffic and Transportation, Emergency Management Systems, Real-time Information Systems and Smart Cities, Smart Buildings.

Experience with standardizing specifications for equipment & materials.

Aligning stakeholders and working successfully with boundary partners to develop a common Smart City vision, keeping an iterative approach in mind in order to obtain value faster.

Integrating new technologies into the existing physical infrastructure; and adapting IoT implementation strategy to the city size; creating and applying project control techniques that reduce risks with changing technological infrastructure, hardware, automations, systems software, or applications systems.

Identifying methods to reduce investments on field components (i.e., involving "collective sensing", and using data from citizens' devices).

Ensuring that Smart City architecture platforms are scalable for future expansions, and that the right connectivity technology, suitable for the required services are implemented (i.e. coverage area, energy consumption and data rates are considered).

Essential Functions:

Working with City/Government Officials' specific requirements, existing applications and mapping client business requirements to systems/technical requirements.

Project Management & technical governance/support in execution of critical network infrastructure design solution-based projects and implementation mapping to original requirements.

Builds relationships with key stakeholders and project resources to drive decisions and ensure timely project completion and ensure resources and technical/commercial commitment to project.

Documents and understands the technical environment dependencies for each project to support an end-to-end integrated environment.

Ensure that reporting, communications, relationships, and sphere of influence occur within team and key stakeholders.

Manage project that typically spans across organizations (departments) but may also directly affect business unit and/or entire company; leading medium/large and complex projects under moderate to minimal supervision.

Budget management, including tracking and monitoring spend to project milestones and unit cost.

Develops detailed project schedules, project estimates, resource plans, and status reports; tracks key project milestones and adjusts project plans and/or resources to meet needs of clients.

Establishes and implements project management processes and methodologies to ensure projects are delivered on time, within budget, adhere to high-quality standards, and meet customer expectations.

Reports on project progress throughout the project lifecycle or specific phases.

Coordinates the resources necessary to successfully complete the project.

Communicates major milestones and identifies potential project risks; conducts regular status meetings to review project activities; manages prioritization procedures.

Sets and manages client expectations, managing and escalating issues and changes.

Measures progress toward goals and revises project objectives; documents applying change control procedures.

Evaluates the impacts and risks of changes from multiple perspectives, assigns tasks that are necessary to reduce or eliminate those considerations, determines tentative implementation dates, and tracks results of the implementation.

Develops methods to measure customer satisfaction; obtains feedback at critical milestones and at project completion to ensure that project efforts meeting customer expectations for time, cost, and results.

Accountable for tracking and managing the creation of functional designs; identifies risks and benefits of alternate designs.

Support Smart City projects during bid and acquisition phase and Support RFQs and RFPs.

Understand and identify synergies and application potential to new Smart City projects.

Identify opportunities for Smart City projects, based on multiple portfolios and road maps.

Physical Requirements:

Sitting and/or standing for extended periods of time.

Mobility within the office including movement between floors and workstations.

Repeated motions (e.g., typing, reaching, bending, lifting, and carrying).

Communication with other employees and clients.

Environmental Factors:

Most work is performed in a professional office environment. Some trips to client offices and job sites for observations will be required.

Job site observations factors could include: walking and climbing on uneven surfaces, exposure to outdoor environments and extreme weather (heat and freezing temperatures), noise exposure, driving for extended periods of time, exposure to allergens (e.g., pollen, dust, cedar, sumac, poison ivy), exposure to construction and traffic work zones, possible hand and power tool use, and extended periods of Personal Protective Equipment use.

Extended use of electronic devices (e.g., computers, printers, copiers, scanners, plotters, and telephones).

Use of cutting tools and equipment (e.g., plotting equipment, rotary paper cutter).

Expected hours of work:
This is a full-time position. Days and hours of work are Monday through Friday, 7:30AM to 4:30PM.
