The Position

The Port of Portland is Hiring for an
Civil Project Engineer III or Civil Designer III

About us: Here at the Port of Portland, The Engineering Department provides design and project delivery for facilities, utilities, systems, and equipment in support of our marine, dredging, and aviation operations.
Your role: The Civil Project Engineer supports services within the Facilities Engineering team by providing engineering for the design, improvement, maintenance, and/or construction of infrastructure and facilities. Examples of projects this position will support include leading the design of civil, structural and/or mechanical improvements at marine and navigation (dredge) facilities, review of consultant designs, and problem-solving and project development with maintenance and operations teams.

Civil Designer III Salary Range: $82,000-$131,000
Civil Project Engineer III Salary Range: $94,000-$150,000

Essential Job Duties

Civil Project Engineer III or Civil Designer III

  • Provide engineering skills to produce comprehensive project documents including designs, drawings, and specifications:
    • Work within the scope of cost quality, and time parameters established for each project.
    • Apply professional judgment and experience to understand the broader business context for projects and the associated implications for the engineering decisions made.
    • Identifying, developing, and gathering the resources necessary to complete the project.
    • May include preparing engineering standards, designs, and work specifications; developing project schedules, budgets, and forecasts; and selecting materials, equipment, and external contractors.
  • Provide technical background and guidance in the operation and maintenance of facilities and marine structures including; pavement, buildings, rail, marine terminal utilities, complex mechanical systems, and equipment.
  • Working knowledge of mechanical/structural heavy equipment type design and construction materials, techniques, and procedures is preferred.
  • Coordinate the use of external consultant resources; provide in-house civil, structural, or mechanical engineering expertise and owner's perspective/overview of consultant services performed for the Port.
  • Act as the lead on assignments with limited oversight from an engineering manager.
  • Supports development of scopes, alternatives, studies, and estimates:
    • Prepare cost estimates and time schedules for proposed engineering projects and equipment procurements.
    • Perform work product reviews, identify concerns, and facilitate resolutions to increase quality and minimize potential issues.

Minimum Qualifications

Education and Experience:

Minimum Years of Experience
5+ years of progressively more responsibility in an engineering capacity; experience in design, coordination, and
/or management of capital projects
4+ years of experience, progressively more responsibility in an engineering capacity; experience in design, coordination, and /or management of capital projects
License/CertificationProfessional Engineer (PE) RequiredEngineer-in-Training (EIT) Preferred
  • Ability to obtain and maintain a Transportation Workers Identification Credential (TWIC) from the Federal government is required. All licensing fees will be reimbursed by the Port of Portland.
  • Ability to pass and maintain a Criminal History Records check and Security Threat Assessment for a PDX Security Badge is required.
Knowledge of :
  • Design, coordination, and production of construction contract documents.
  • Understanding of engineering design standards, construction specifications, and related building codes and regulations for integration into project plans and designs.
  • Understanding of Port Facilities and Systems.
  • Cost estimating procedures and best practices.
  • Current industry techniques and practices for constructability
Skills to:
  • Interactive CAD (computer-aided design) skills.
  • Design, coordination, and/or management of projects.
  • Strong verbal and written communication skills.
  • Consensus building for problem resolution.


Supplemental and Selection Information

Selection Process (dates subject to change):

  1. A minimum qualification evaluation of education, training and experience of submitted application packets will take place by Human Resources the week of June 10, 2024.
  2. A Subject Matter Expert (SME - Hiring) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.
  3. Our goal is to schedule interviews with candidates that successfully passed the SME evaluation step the week of June 10, 2024, with second round panel interviews the week of June 24, 2024.
