Job Description
GENERAL CLERK

In Support of US Army HR Programs, contract personnel in this position  performs as an effective Military HR Specialist or 42A within the confines of military HR work centers that include Confidential Personnel Records, Information Systems and Automation Support, Student Records, In & Out Processing, DEERS/Identification Card Management, Soldier Readiness Processing, Soldier Actions, Promotion Processing, Reassignment Processing, Trainee/Student Personnel Actions, Casualty and Line of Duty Management, Strength Management, Administrative Services (including Official Mail and Distribution), Transition Processing, Retirement Services, and Conducts Annual Reviews of the Personnel and Finance Records using the Records Review Tools in iPERMS. Work is performed on military installations, and all personnel are subject to base rules and regulations.

Qualifications and Requirements:
  • A minimum of 1-2 years of experience in U.S Military Human Resources (42A)/Military Personnel Administration and Office Administration is required.
  • Section 1.4.8.1 of this contract requires that only person's with U.S. citizenship can be considered.
  • Must have basic knowledge and experience with the HIPPAA Law Requirements.
  • Requires personal computer (PC) knowledge leading to proficiency in various software and/or spreadsheet operations.
  • Must be customer service-oriented and general knowledge of the processing of Soldier personnel related actions.
  • Candidate should have strong oral communication skills both verbal and written, must be team player, dependable and possess a professional attitude and demeanor.
  • Time management skills, ability to interact with all personalities within a military environment, and demonstrated problem solving skills are strongly desired.

  • Must be able to obtain and maintain a favorable background investigation report (NACI II) for eligibility to hold a Common Access Card (CAC)
    Preferred Skills and Knowledge:
  • Knowledge of the U.S Military Personnel records system (eMILPO) is preferred.
  • Knowledge of the DEERS/RAPIDS, EDAS and perNET system is beneficial and highly preferred.
  • Working knowledge iPERMS software program
  • For some positions, knowledge and experience with CAC issuing/management through the DEER/RAPIDS system may be required.
This position is considered sensitive and may require extensive background screening processes in order to meet current or future Network and/or government contract needs. Daily Duties:
Effectively handle routine customer inquiries via telephone and email, refer customers to the appropriate work center, coordinate with supported unit administrative personnel, conduct Soldier interviews, Student Records, In-Process and Out-Process Soldiers using a standard checklist, access standard automated systems such as eMILPO, TOPMIS II, iPERMS, EDAS, INPROC/OUTPROC, TRANSPROC III, update emergency casualty documents and enlisted/officer data elements, scan and transmit document images for electronic filing, performs DEERS administration and issues Command Access Cards (CAC) from RAPIDS system. Conducting effective briefings on basic HR topics, accessing basic HR automated systems, reviewing documents for completeness and accuracy, identifying and resolving discrepancies, and providing timely and courteous customer service.
 
Support the annual records review, In-processing Records Review and Separation Records review by verifying and uploading receipt of KSDs that support records upkeep and pay entitlements into iPERMS. The records review may take place during installation in/out-processing, Separation and during the scheduled annual Soldier records review or other time the Soldier reviews his/her records. Provide Soldiers a copy of their current records brief (ORB/ERB/PQR) and facilitate the updating, validating, and uploading substantiating documents into iPERMS annually, during In-Processing and Separation.

Assist Soldiers for which the MPD is the official military records custodian, in maintaining accurate and
complete records. Also assist MPD-supported units (non-PSDR) in tracking compliance with human resources measures of performance (HR metrics). And receive and upload KSDs into iPERMS for support to all units.
 
Follows clearly detailed procedures in performing simple, repetitive tasks in a sequential manner. Collects workload and performance information using established quality control metrics within the HR work center. Review all documents for completeness and accuracy, identifying and resolving discrepancies, and providing timely and courteous customer service Screen reassignment rosters and processes military personnel for reassignment. Prepare separation documentation, handles official mail, and maintains local administrative files.

These physical demands are representative of the physical requirements necessary for an employee to successfully perform the essential functions of the job. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • Required essential functions include repetitive hand movements, reading, eye-hand coordination, and hearing, talking, and sitting for long periods.
  • This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
